The Key Biscayne Village Council advanced a $2.38 million contract to reconstruct Harbor Drive at a special meeting June 30, moving the island's largest single road project this fiscal year past its first reading.

The council also approved a public access easement agreement with Island House Apartments at 200 Ocean Lane Drive, granting the public dedicated access to waterfront property at the 118-unit condominium complex.

Both items appeared on the agenda at the 6:15 p.m. session at Council Chamber, 560 Crandon Blvd. Individual vote tallies have not yet been published in the meeting minutes.

V&G Construction wins bid for milling and full roadway rebuild

Public Works Director Christopher Miranda presented the Harbor Drive ordinance, which selects Miami-based V&G Construction Solutions Corp. for milling, resurfacing and full roadway reconstruction at a cost not to exceed $2,384,688. Because it is an ordinance, it requires a second reading before taking effect.

The contract is nearly eight times the $306,742 resurfacing package for Buttonwood Drive, Hampton Lane, Ridgewood Road and West Mashta Street that the council approved June 9.

Mayor pressed staff for repaving updates for months before vote

Harbor Drive's condition has been a persistent concern. Mayor Joe Rasco requested timeline updates at the Dec. 16 and Jan. 13 regular meetings. At the June 9 meeting, Rasco again asked staff for a repaving update, and Councilmember Nancy Stoner raised power outages on Harbor Drive after a May 28 rain event.

The next regular council meeting is scheduled for Aug. 25 at 6:30 p.m. The agenda for that meeting has not been published, so it is not confirmed whether the second reading will occur then.

Island House Apartments easement passes without debate

Chief Resilience and Sustainability Officer Roland Samimy presented the Ocean Lane Drive item, a resolution approving a public access easement and dedication agreement with Island House Apartments Inc. The council placed it on the consent agenda, meaning it passed without separate debate. The specific terms of the easement, including what portion of the waterfront it covers and any conditions on public access, have not been made public in the agenda record.

Financial report and FPL hardening equipment round out agenda

The special meeting also included a presentation of the village's Annual Comprehensive Financial Report by Andrew Fierman of Caballero Fierman Llerena & Garcia LLP, alongside Chief Financial Officer Benjamin Nussbaum. Stoner raised Florida Power & Light's installation of hardening equipment and lines under other business.
