Key Biscayne K-8 Center, MAST Academy and George Washington Carver Middle School are not on a newly released list of 27 Miami-Dade public schools flagged for closure or restructuring.

The district's Attendance Boundary Committee published the list Tuesday, Aug. 25, identifying 12 schools labeled "reassessed" and 15 more "under review" for the 2026-2027 school year, as the Miami Herald first reported. All 12 reassessed campuses have building utilization rates at or below 50%, according to the committee's document.

None are in Key Biscayne or Coconut Grove.

The reassessed schools, which face the most immediate changes, include Myrtle Grove Elementary at 19% utilization, Hammocks Middle at 32% and Carol City Middle at 40%. The under-review tier includes North Dade Middle at 21% utilization and Orchard Villa Elementary at 33%.

District spokesperson Elmo Lugo said the process is meant to protect fiscal health while redirecting dollars into classroom instruction and teacher pay. According to the committee's FAQ, a "reassessed" school will see some change to its present form, while a school "under review" may keep operating as-is, gain new programs or become part of a future recommendation.

The list follows nine campus closures the school board approved this summer as Miami-Dade grapples with steep enrollment declines. The district lost roughly 13,000 students during the 2025-2026 school year, and early counts for the current year show about 301,000 total students enrolled, down from about 319,000 (including charters) in February.

Incoming superintendent Rafael Villalobos signaled in an Aug. 13 Miami Herald interview that the next wave would cast a wider net. "We're going to get to a point that we're going to get to that tier two, and that tier two is those schools that may be at 250 to 350 that have a capacity of 1,000 or 1,500," Villalobos said. "Those schools are not being efficient fiscally, so we've got to make sure we combine them."

MAST Academy, meanwhile, is moving in the opposite direction. The school board earlier this year awarded a $20.6 million construction contract for a new main building at the MAST campus at FIU Biscayne Bay, a sign the district views the magnet school as a growth investment rather than a consolidation target.

The Attendance Boundary Committee is an advisory body; the school board makes final decisions on any closures. Community members can submit written feedback or speak at public meetings. The committee's website, abc.dadeschools.net, will post meeting dates as the review proceeds.
