Crews began tearing up the southern end of Harbor Drive on Monday, Sept. 14. The $2.38 million reconstruction will reshape one of Key Biscayne's main corridors, with completion targeted for around February 2027.

Mayor Joe Rasco and Miami-Dade County Commissioner Raquel Regalado are scheduled to hold a formal groundbreaking at 9:30 a.m. Sept. 22 at the corner of Island Drive and Harbor Drive.

Project spans Crandon Boulevard to West Mashta Drive

The project stretches from Crandon Boulevard to West Mashta Drive. It includes full roadway reconstruction and resurfacing, curb and concrete work, utility adjustments, new pavement markings and signage, patterned pavement and traffic management during construction.

"It's one of our main access roads," Public Works Director Chris Miranda told the Key Biscayne Portal.

Surface milling began this week at Mashta Circle

Surface milling from Mashta Circle to The Point began Sept. 14, Miranda said. The work marks the first visible phase of a project the village has been planning since at least April, when it issued an invitation to bid for the contract.

Council approved contract with paver-reclamation stipulation

V&G Construction Solutions Corp. won the contract, which carries a ceiling of $2,384,688. The village council voted 7-0 to approve the selection, with a stipulation that the contractor reclaim the road's existing brick pavers, according to Islander News coverage of the vote.

The bid documents call for full-depth removal of those brick pavers and replacement with asphalt, along with reconstruction of all curb and gutter sections, according to the village's procurement records.

County funds most of the $2.38 million cost

Miami-Dade County is picking up roughly $1.9 million of the cost through Mobility Impact Fee funds under a joint participation agreement. The village's share is about $500,000.

Public Works Project Manager Ymil Alquizar will oversee the work. Construction is expected to take about 180 days, weather permitting.

Traffic circle material choice still undecided

One piece remains unsettled. Miranda said enhancements to the traffic circles along Harbor Drive are still awaiting a council decision on what material to use. No date for that vote has been announced.

The bid documents also require the contractor to notify affected property owners and residents before construction begins in their area.

The Sept. 22 groundbreaking falls on the same day as the village's second budget hearing, set for 6:30 p.m. in the council chamber. Residents can attend either event or contact the Village of Key Biscayne for details on the project and upcoming council decisions.
