Key Biscayne's Village Council will vote Tuesday on selecting Moffatt & Nichol for an offshore feasibility and shoreline design study, amend the village's paddleboard-sharing agreement and set 2027-28 legislative priorities at its Sept. 8 meeting.

Offshore study leads the agenda

Key Biscayne's Village Council will vote Tuesday, Sept. 8, on selecting coastal engineering firm Moffatt & Nichol for an offshore feasibility and shoreline design study.

The study is the only standalone resolution on the night's docket, listed as Resolution 9.A on the meeting agenda. CIP and Grants Manager Colleen Durfee and Chief Resilience and Sustainability Officer Roland Samimy will present the item. The village issued a formal Request for Qualifications, numbered 2026-09, to find a firm for the work.

The project could involve placing 3D-printed structures offshore, the Islander News reported in June, citing Samimy.

Moffatt & Nichol is already the village's go-to coastal engineering firm. The council had before it a work order to the company worth up to $235,559.25 for design and permitting on the 2027 Beach Renourishment Project at its Aug. 25 meeting. At its June 9 meeting, the council considered a separate Moffatt & Nichol contract of up to $112,215 for post-construction monitoring of the 2024 Beach Renourishment Project.

Yearlong shoreline planning precedes the new study

The broader shoreline effort has been building for more than a year. In August 2025, the council considered a $950,000 budget amendment for a Rickenbacker Causeway shoreline feasibility study. In November 2025, the council considered a memorandum of understanding with the Friends of the Underline for advisory services on the causeway project, also capped at $950,000. A public Shoreline Update Workshop on April 28 featured Miami-Dade County Commissioner Raquel Regalado and updates from The Underline, Pluserbia and the HDR team.

Whether the new offshore study draws from that earlier $950,000 allocation or represents a separate budget line is not clear from the agenda. The contract amount for the Moffatt & Nichol study has not been published.

Paddleboard agreement, legislative priorities round out agenda

Two consent items round out the meeting. The council will consider a third amendment to its revocable license agreement with PADL LLC, the company that runs the village's paddleboard-sharing program. Parks, Recreation and Open Spaces Director Todd Hofferberth is presenting the item. The agenda does not detail what the amendment changes.

The council will also vote on a resolution setting the village's 2027-28 legislative priorities, presented by the village manager. The specific priorities are not listed in the published agenda.

Mayor Joe I. Rasco will open the meeting with a proclamation recognizing September as Childhood Cancer Awareness Month.

Budget hearing to precede regular council session

The regular meeting follows the village's first budget hearing, which begins at 6:30 p.m. at the Council Chamber, 560 Crandon Blvd. The regular session is scheduled for 7:30 p.m. but could start later depending on how long the hearing runs.

Residents who want to speak during public comments must fill out a blue request form at the chamber entrance and submit it to the village clerk before the meeting starts. Speakers get three minutes.

The next scheduled council dates are a Local Planning Agency meeting and a special council meeting on Thursday, Sept. 10, followed by the second budget hearing on Tuesday, Sept. 22, at 6:30 p.m.
